River basin management planning was identified as the best strategy to maintain and improve the quality and quantity of our European waters. Effective RBMP requires the active participation of all water users. But how to get them at one table? HarmoniCOP tries to find methods and means to enhance PP in river basin management planning. Stakeholders to be involved may vary depending on the region. The stakeholder group may be composed of: professional and non-professional public and private sector organisations, environmental protection agencies, water authorities and commissions, local and regional planning authorities, water boards, environmental and farmers' groups, anglers' associations, religious groups... , and finally the individual citizens. HarmoniCOP starts at the same time and shares a number of common issues with the three other projects: MEIF, Intermediaries, and Euromarket. To profit from complementary skills and mutual interests a co-operation will be established. They all intervene in the socio-economic field with following main topics: Intermediaries: Evaluation of intermediary services regarding environment and economic issues, and a sustainable management of water resources; Euromarket: Liberalisation of the water market in the EU: extent, strategies, regulatory framework, scenarios; MEIF: Methods of investment evaluation in water and sanitation. The exchange between projects is as important as the exchange between different stakeholders. HarmoniCOP tries to give a good example how to design an open and transparent process to stimulate its replication.
